Fill and Delivery Partner Requirements
When you fill and seal bags of water for sale, Colorado treats it as a packaged food product, closer to bottled water than a water bar. Every Electrified Water Bar fill location must meet these standards before it can fill orders.
State registration
Every fill location needs its own registration with the Colorado Department of Public Health and Environment (CDPHE) Manufactured Food Program. Registration is tied to the owner and the address and cannot be transferred.
Application fee is $100, plus a registration fee invoiced after. Your county health department may also require its own license.
How to register with CDPHE
- Download and fill out the Manufactured Food or Storage Facility Registration Form (you can fill the PDF electronically or print it): Registration Form
- Only if you fill in a shared or commissary kitchen, also submit the Commissary Agreement: Commissary Agreement
- Mail it with the $100 non refundable application fee (check or money order only, no cash) as directed on the form.
- CDPHE will invoice the remaining registration fee. Pay it by check, money order, or online at https://myhealthdepartment.com/colorado/ (sign up first; you'll need the invoice number starting with EHS). Your registration is issued after this invoice is paid.
- Send us your registration number once you have it.

Bottled water standards (21 CFR 129 and 165)
Approved safe source water (city water is fine). Fill in a clean, sanitized area with sanitized equipment and hands.
Food grade bags, sealed and tamper evident.
Test the water on a schedule and keep the lab results.
Record fill date, location, and pH for every batch (your location barcode covers this) so a recall is possible.
Home fill locations
Colorado's Cottage Foods Act covers home foods like baked goods and jams, but packaged water likely does not qualify. Home locations need state approval before filling any orders.
Commercial locations (restaurants, gyms, chiropractors, wellness offices) already have an inspected space and are easier to approve.
Labels
Every bag must show the product name (example: "Alkaline Drinking Water, pH 9.5"), net quantity "1.3 gal (4.9 L)", "Bottled for Electrified Water Bar" with our business address, the fill date or use by date, and your location barcode.
No health claims on bags, ever.
Storage and pickup
Clean, dedicated cooler with nothing else in it, out of the sun, and off the ground. Same day sale only.
Pickups are scheduled through the Electrified Water Bar Roadie business account.
Insurance and agreement
Partners must carry their own product liability insurance and sign the Electrified Water Bar Location Partner Agreement, which requires following our fill, sanitation, testing, and maintenance rules, allows inspections, and lets Electrified Water Bar pause or end a location.
Requirements are based on CDPHE guidance and may change once the state confirms details for partner fill locations. This is not legal advice.
